Stops water weeping out under the cistern where the inlet valve comes through the bottom or the side of the tank.

It's the stepped sealing washer that sits between the inlet valve and the cistern, and the step locates it in the hole so it seals all the way round. When the old one goes hard, flattens or splits, water creeps past it and you'll find a damp spot on the floor or a drip off the tap connection. Turn the water off at the stop tap and flush to empty the cistern before you undo anything, and take the old washer with you if you're not sure it's the same, as there are a lot of cistern washers that look close.
