It's Holman's mechanical tap timer, and you screw it onto the garden tap, turn the tap on, then turn the dial to anything up to 2 hours and it shuts off when the time's up. You can turn the dial during a run to add or take off time, switch it to manual on, or turn it off, and the outlet takes a hose or a poly drip system.
